Controversy ignited when details emerged regarding a confidential scheme spearheaded by the FIFA president. The initiative aimed to raise four point two billion US dollars by selling a substantial share of future World Cup broadcasting and commercial revenues to private equity investors. In an effort to secure backing, member associations across the global governing body were dangled a one-off payment of twenty million US dollars each.
The revelation triggered immediate outrage across the international football community. UEFA and its affiliated European member associations mounted fierce resistance, issuing explicit warnings that they would boycott all FIFA tournaments if the proposal proceeded.
